Do the Jacksonville Jaguars have the worst QB situation in the NFL?

According to an article by Conor Orr of Sports Illustrated, the quarterback situation with the Jacksonville Jaguars is the worst in the NFL.
While the city may have rallied around the decision by the Jacksonville Jaguars decision to make Gardner Minshew the starting quarterback, it does not mean the situation at the position is all champagne and roses according to Sports Illustrated.
Conor Orr in his most recent MMQB feature believes the quarterback situation head coach Doug Marrone has been left with is the worst in the NFL. Minshew’s backup is Joshua Dobbs. There is no other passer on the current roster.
"“Minshew played well last year all things considered, but without an upgrade at wide receiver/tight end or a splash-free agent signing (Cam Newton, anyone?) this feels like a rebuilding year in Jacksonville,” Orr wrote."
The Jaguars made a splash of their own last season by signing Nick Foles to an $88M deal last season. On the first day of NFL free agency, Jacksonville sent him to Chicago for a fourth-round draft pick.

There is no indication by the Jaguars front office that they will seek another veteran to come in and compete for the starting job or even a backup role for the 2020 season. Last year, with Minshew getting the majority of reps under center due to an injury to Foles in the first game of the season, the Jacksonville Jaguars ranked 16th in the NFL in passing (235 yards per game).
There has been some talk the Jaguars may have some interest in Cincinnati Bengals veteran Andy Dalton, but things would have to happen for that to become a reality. The Bengals are expected to make Joe Burrow the first pick in the 2020 NFL Draft. Dalton, who has played in Ohio since drafted in 2011, is still a member of the organization.

But he expects the Jags to consider pursuing Dalton – if he’s a free agent.”"
Cincinnati would have to release Dalton or work out a trade deal for him to come in and serve in a backup capacity. Dalton would also serve as a mentor in helping Minshew moving toward becoming a true No. 1 starter in the league.
The idea of bringing in someone like Newton would mean he was competing for the starting job and would undermine any thought of giving Minshew, who threw for 3,217 yards and 21 touchdowns last season, a chance to prove he is the unquestioned starter.
